1. Heat oil in a large Dutch oven over medium heat. Add onion and cook until translucent for about 4-5 minutes. Add garlic and cook, stirring constantly, until fragrant, about 1 minute. Sprinkle in salts and spices; stir and cook for about 30 seconds.
2. Pour in broth, tomatoes, chiles and stir to combine. Cover and bring to a simmer over medium heat for about 15 minutes. Stir in turkey, evaporated milk, cream cheese and Hatch green chile, if desired. Bring to a low simmer and allow mixture to cook over low heat for about 10 minutes. Ladle into bowls and serve with desired toppings, such as as cilantro, diced jalapenos, avocados, lime wedges and shredded cheese
