1. In a small saucepan, combine water and sugar. Heat and stir until melted; remove from heat.
2. Add remaining ingredients and pour into 9x13-inch Pyrex dish and place on flat surface in freezer for at least 6 hours.
3. To serve, cut into squares and serve frozen.
